Whilst commentators and Conservative MPs had expected a roll back of sorts on the Chancellor’s contentious plans around tax credits, Osborne’s decision to scrap the tax credit cuts completely was unexpected. Rather than phasing the cuts in, he said he had decided the "simplest thing" was "to avoid them altogether".
